Founded in 2015, Legacy Partners for Equitable Healthcare was born from a simple belief: everyone deserves access to compassionate, high-quality healthcare close to home.
Our team treats a wide range of conditions — from hypertension and diabetes to thyroid disorders, infections, and depression. We also offer specialized programs including Semaglutide-based medical weight loss, IV infusion therapy, and psychiatric care.

Dr. Kellee Randle
D.O. — Internal Medicine
Born and raised in Chicago, Illinois, Dr. Randle earned her undergraduate degree from Southern Methodist University in Dallas, TX, and her Doctor of Osteopathic Medicine from the University of North Texas Health Science Center. She is board-certified in internal medicine and completed her training at Broward Health Medical Center in Fort Lauderdale, FL. She joined Legacy Partners for Equitable Healthcare in 2022.

Dr. April Enard
D.O. — Family Medicine / Obstetrics
Dr. April Enard is a Board-Certified Family Medicine physician with a passion for healthcare and advocacy for the underprivileged, a pioneer for women’s health, and senior care. A native Texan, she successfully ran her first medical practice of primary care and Obstetrics in Sweetwater, TX from 2014–2021. She worked with Hendrick Medical Center for 7 years and with Sweetwater Rolling Plains Memorial Hospital providing both outpatient and inpatient care. Dr. Enard previously worked for Wellmed at Mid-Cities in Bedford, TX, for 3 years specializing in adult medicine with senior care management, pediatrics, and women’s health. She completed her Bachelor of Science degree in Biological Sciences at Louisiana State University in Baton Rouge, and went on to earn a Master of Science degree in Clinical Research Management and a Doctorate of Osteopathic Medicine from the University of North Texas Health Science Center in Fort Worth. She completed residency training in Family Medicine at Conroe Regional Medical Center and is board certified.

Nurse Practitioner — Family & Psychiatric Mental Health
Dr. Charmeka Lipscomb, APRN, FNP-C, PMHNP-BC, is a Family Nurse Practitioner with a post-master’s certification in psychiatric mental health. She earned her BSN from the University of Texas at Arlington, a dual master’s in business administration and healthcare administration from Texas Woman’s University, and her Master of Science in Nursing as a Family Nurse Practitioner from Texas Woman’s University. She received her doctorate from Chatham University.
